NB 'has been continuously holding such office up to the prsent time' might be misleading as at odds with a scenario where the subject has in fact left and returned to the post.
I take Wilsonn's commendable grammatical point but, as a 'one-quarter native' Spanish speaker myself, believe it makes little difference to the translation into English.
