@Eliza "Bits of water" is, an example of the poor writing mentioned by AllegroTrans. So, there might not be much point trying to work out whether it means puddles or not. Puddles can disappear very fast in a hot climate, once the sun comes out. The photos in your ref are very interesting and this might even be what the text is about. The photographer made the droplets artificially and the reflections would probably not be visible except in photos.

Droplets are also more transient than puddles.

@Asker How you translate this depends upon the context. It might be important to retain the idea that the distortion applies to city itself. For instance, this might be intended to convey something about social problems, not only the visual distortion of the reflections in the water.
