In this case, I would instinctively think:
"Des chargements qui vont au delà de communauté européenne".En d'autres terms, atteindre commercialement parlant d'autres marchés extra-communautaires" dans l'Europe.

I think the key bone in the question is the abbreviation "CE" that you may ask the client for.

neutral Thomas T. Frost : The source does not refer to "countries", probably for good reasons, as some CE countries have territories outside the EU or the VAT or customs area, e.g. the FR & GB overseas territories, Greenland. Your suggestion thus changes the meaning.

expéditions aux destinations autres que la CE

I think we can safely presume CE is intended to mean EC (European Community).
A more contemporary term would be the EU (UE), but it is not our job to change that.
The client might want to consider if the EEA (EEE) and Switzerland should be included, as they participate in the Single Market.
It should be avoided to refer to other "countries" than EU Member States, as some Member State territories are completely or partially outside the EU.

Right, the whole thing should probably be kept in singular even if the original is in plural (expédition à destination autre que la CE / …hors CE)
