... but even so, it has to be repeated here - the question was about "o wykształceniu wyższym" - as simple as ABC;
as it was also said here - "o wykształceniu..." is not the "Sleeping Beauty" indeed, but the phrase belongs nevertheless to the living, clerical language, thus of permissible use.
No matter "o" in Polish, which became a crucial problem that was being discussed here, but I am certain - a "higher education" has been anyhow used properly in English, and stands for "wykształcenie wyższe" with no need to deliberate whether it is available through university, college, politechnika, etc.

"o wykształceniu ..." stays close to - say - "lawyer-clerk-writing", where for instance -- "sufferer was robbed by a man with long hair, a moustache and sideburns ..."
