This is the full term. It is a piece of a tactical defense gear for members of the police and the military. It resembles a Kevlar vest with a lot of outer pockets, along with a belt to the waist for back support, and a holster to the hip.

: where is the "cross draw" bit? "draw" in military/police parlance means "drawing your weapon" - you noticed the gun holder on your picture? - that is the distinctive element that you ignored.
