"Calcestruzzo armato" and "calcestruzzo precompresso" definitely refer to hardened concrete. And old concrete from demolitions is often crushed and used as aggregate in new concrete (=recycled).

Here they talk about calcestruzzo "indurito conferit and frantoio" per il recupero. The first three items on this Google definitely talk about "recupero del calcestruzzo". Probably laws written by bureaucrats who know nothing of concrete.

no there is no such thing as recycled concrete - not when the word "calcestruzzo" is used to describe it. "Calcestruzzo" only refers to concrete before it has set.

If you had researched further instead of being "one dimensional" and examined the human side of the equation, you would have discovered that most of those "high flats" had been constructed with reject concrete, which ultimately caused molds and fungus to appear on the walls of people's homes.
