It is rather a qat-chewing session, where tribe leaders would sit and relax chewing the narcotic leaves and discuss all kind of matter.

Apologies. The document contains both Morocco and Yemen and I was looking at the Moroccan part (I am doing a glossary currently). It does indeed refer to Yemen.

Are you sure the context refers to Morocco? because so far every bit of information I have found refers to Yemen.

oral governance

مقيل in this case refers to something oral, oral law.. tribal law.. that is what is not written but implied. مجالس being bodies..
So, bodies governed by oral law. Its not a first world concept..

qat-chewing setting

It when Yemeni people sit together after lunch and chew their favorite drug: Quat / khat / chat

It was called مقيل in reference to the time of the day (القائِلَة) they usually do this ritual.

Hence, the term قيلولة refering to "siesta" that takes place at the same time, when the day is hottest.

القائِلَة (القاموس المحيط)
القائِلَة: نِصْفُ النَّهارِ. قال قَيْلاً وقائِلَةً وقَيْلُولَةً ومَقالاً ومَقيلاً.
وتَقَيَّلَ: نامَ فيه، فهو قائِلٌ
ج: قُيَّلٌ وقُيَّالٌ وقَيْلٌ، كشَرْبٍ، اسمُ جَمْعٍ.
والقَيْلُ، وكصَبورٍ: اللَّبَنُ يُشْرَبُ في القائِلَة،
أو القَيْلُ: شُرْبُ نِصْفِ النَّهارِ، والناقَةُ التي تُحْلَبُ عند القائِلَةِ،
كالقَيْلَةِ، والنائِمُ،
