This term keeps coming up in a pile of regulatory documentation I am translating. My question is: would you call these "relevant modifications" or "substantial modifications", which is more what I am used to using when translating German to English for example.
Anyone else ever dealt with this one?

: "Substantive" is entirely different from "substantial." Too many premodifiers, not natural English word order in this case. If the changes are "applicable," they would not require an application form.

You may be right, Muriel. However, you can have "substantial" (many changes) and they may not be relevant.
