It's the archaic form for *to reeve*, actually. One of its meaning is: to pass a rope through an opening.
In this case, it could be: une ouverture à travers laquelle faire passer le/la "webbing" ou autre matériel convenable etc etc....Could Webbing be Sangle? What are they talking about, anyway? Automotive, furniture...?
I wonder what kind of English is this text in, though;))

J'oubliais: *To reeve* en français c'est *passer le cable dans le moufle*, ou *passer un cordage*.
Si l'un ou l'autre peut aller dans ton contexte...
