I think you'll find that 'flashage' means 'plate-making', at least for 'traditional' printing methods.
This usually involves making the 4-colour separations.
I don't know if there is a more technical, jargon term.
To some extent, it almoost sounds like they are saying 'camera-ready artwork', although I think in fact this is the next stage on from that...
