L'utilisation de délégués favorise une bonne séparation des fonctionnalités entre la base de données de la librairie et le code client. Le code client ignore complètement comment les livres sont stockés et comment le code libraire recherche les livres de poche. Inversement, le code libraire ignore quel traitement est effectué sur les livres de poche lorsqu'il les a trouvés.

delegates, in the usual sense, are : mandataires, délégués, commis

Someone given the right to execute some specific act on behalf of the members or a section of the membership.
But you would not "make delegates" in this sense, you would nominate them (maybe promote them)
The only thing I can think of, is delegates in the senses of making rules and regulations as per this def in GDT also
