1. Introduction
Artificial intelligence (AI) will have an enormous impact on the way people live and work in the
coming decades. This reasoning is the basis of the European strategy on AI, which was launched
in April 2018 and has been confirmed since. The potential benefits of AI for our societies are
manifold, from less pollution to fewer traffic deaths, from improved medical care and enhanced
opportunities for persons with disabilities and older persons to better education and more ways to
engage citizens in democratic processes, from swifter adjudication to a more effective fight
against terrorism and crime, online and offline, as well as enhancing cybersecurity. AI has
demonstrated its potential by contributing to the fight against COVID-19, helping to predict
the geographical spread of the disease, diagnose the infection through computed tomography
scans and develop the first vaccines and drugs against the virus. Above all, AI has displayed a
versatility few other technologies can match. At the same time, the use of AI also carries certain
risks, such as potentially exposing people including children,1
to significant mistakes that may
undermine fundamental rights and safety, as well as to our democratic processes.
Faced with the rapid technological development of AI and a global policy context where more
and more countries are investing heavily in AI, the EU must act as one to harness the many
opportunities and address challenges of AI in a future-proof manner. Starting with the launch of
the European AI strategy in April 20182
, the Commission’s two-pronged policy has been to
make the EU a world-class hub for AI, while ensuring that AI is human-centric and
trustworthy. Published in February 2020, the Commission’s White Paper on AI3
set out a clear
vision for AI in Europe: an ecosystem of excellence and an ecosystem of trust for AI.
Today’s AI package represents a key milestone in both policy dimensions. To promote the
development of AI and address the potential high risks it poses to safety and fundamental rights
equally, the Commission is presenting both a proposal for a regulatory framework on AI and
a revised coordinated plan on AI.

1. Εισαγωγή
Η Τεχνητή Νοημοσύνη (ΤΝ) θα έχει τεράστιο αντίκτυπο τις επόμενες δεκαετίες ,στον τρόπο με τον οποίο ζουν και εργάζονται οι άνθρωποι. Το σκεπτικό αυτό αποτελεί τη βάση της Ευρωπαϊκής στρατηγικής για την Τεχνητή Νοημοσύνη, η οποία δρομολογήθηκε τον Απρίλιο του 2018 και έκτοτε έχει επιβεβαιωθεί. Τα δυνητικά οφέλη της ΤΝ για τις κοινωνίες μας είναι πολλαπλά, από τη λιγότερη ρύπανση έως τους λιγότερους θανάτους από τροχαία ατυχήματα, από τη βελτιωμένη ιατρική περίθαλψη και τις αυξημένες ευκαιρίες για τα άτομα με αναπηρίες και τους ηλικιωμένους, έως την καλύτερη εκπαίδευση και περισσότερους τρόπους συμμετοχής των πολιτών σε δημοκρατικές διαδικασίες, από την ταχύτερη έκδοση αποφάσεων έως την αποτελεσματικότερη καταπολέμηση της τρομοκρατίας και του εγκλήματος, εντός και εκτός διαδικτύου, καθώς και την ενίσχυση της κυβερνοασφάλειας. Η τεχνητή νοημοσύνη έχει αποδείξει τις δυνατότητές της συμβάλλοντας στην καταπολέμηση του COVID-19, συμβάλλοντας στην πρόβλεψη της γεωγραφικής εξάπλωσης της νόσου, στη διάγνωση της λοίμωξης μέσω υπολογιστικών τομογραφιών και στην ανάπτυξη των πρώτων εμβολίων και φαρμάκων κατά του ιού. Πάνω απ 'όλα, η ΤΝ έχει επιδείξει μια ευελιξία που λίγες άλλες τεχνολογίες μπορούν να πλησιάσουν. Ταυτόχρονα, η χρήση της Τεχνητής Νοημοσύνης ενέχει επίσης ορισμένους κινδύνους, όπως η δυνητική έκθεση ατόμων, συμπεριλαμβανομένων των παιδιών ,1 σε σημαντικά λάθη που μπορεί να υπονομεύσουν τα θεμελιώδη δικαιώματα και την ασφάλεια, καθώς και τις δημοκρατικές μας διαδικασίες.
Αντιμέτωπη με την ταχεία τεχνολογική ανάπτυξη της Τεχνητής Νοημοσύνης και με ένα παγκόσμιο πολιτικό πλαίσιο όπου όλο και περισσότερες χώρες επενδύουν σε μεγάλο βαθμό στην τεχνητή νοημοσύνη, η ΕΕ πρέπει να δράσει με ενιαίο τρόπο για να αξιοποιήσει τις πολλές ευκαιρίες και να αντιμετωπίσει τις προκλήσεις της Τεχνητής Νοημοσύνης με μελλοντικά βιώσιμο τρόπο. Ξεκινώντας με την έναρξη της ευρωπαϊκής στρατηγικής για την ΤΝ τον Απρίλιο του2018 2, η διττή πολιτική της Επιτροπής ήταν να καταστήσει την ΕΕ κόμβο παγκόσμιας κλάσης για την ΤΝ, διασφαλίζοντας παράλληλα ότι η ΤΝ είναι ανθρωποκεντρική και αξιόπιστη. Η Λευκή Βίβλος της Επιτροπής για την ΤΝ 3, που δημοσιεύθηκε τον Φεβρουάριο του 2020, καθόρισε ένα σαφές όραμα για την ΤΝ στην Ευρώπη: ένα οικοσύστημα αριστείας και ένα οικοσύστημα εμπιστοσύνης για την ΤΝ.
Η σημερινή δέσμη μέτρων για την Τεχνητή Νοημοσύνη αποτελεί βασικό ορόσημο και στις δύο διαστάσεις πολιτικής. Για να προωθήσει την ανάπτυξη της ΤΝ και να αντιμετωπίσει εξίσου τους πιθανούς υψηλούς κινδύνους που ενέχει για την ασφάλεια και τα θεμελιώδη δικαιώματα, η Επιτροπή παρουσιάζει τόσο μια πρόταση για ένα ρυθμιστικό πλαίσιο για την ΤΝ όσο και ένα αναθεωρημένο συντονιστικό σχέδιο για την ΤΝ.
