Translation - English The once-in-a-generation global financial meltdown in 2008—triggered by the US sub-prime crisis—was a painfully sobering lesson for financial regulators worldwide. It prompted an international effort to toughen policies against major financial risks exposed by the crisis. The most notable examples are the Dodd-Frank Act and the Volcker Rule, both devised by the US, the epicenter of the catastrophe. Their purpose is to prevent an undue build-up of systemic financial risk by tightening financial regulation and curtailing market participants’ speculative excess.
This crisis saw major shifts in China’s financial sector: Stock of credit doubled to an unprecedented size; “conduit” business, shadow banking and other off-balance-sheet activities proliferated, with widespread regulatory arbitrage and a substantial build-up of systemic financial risk; financial institutions are plagued by problematic governance structure and inadequate, unbalanced incentives and accountability; regulations are inconsistent, unstandardized and ineffective.
