Well, if the composer are "second grade", then perhaps it is meant to denote that their music is a bit too extravagant! Something like "confection", perhaps? Hope this helps!

more it's talking about a certain 'grade' of composer, actually, composers womehow set apart from others, here's a sample:
'disse komponistkolleger befinser sig i andet geled i forholf til musikhistoriens skikkelser'

Depends on the context - is this used in a positive sense, or perhaps to mean "a bit too rich" (as I personally think a "fl�derand" is :-))
