This is an allowance paid to an expatriate employee when he or she returns to his or her post in Japan or is assigned to third country and leaves a child behind in the country of the first posting for education purposes. The Japanese explanation is below. Any ideas what to call this in English?
海外勤務社員が、帰任若しく第三国への再赴任に伴い、その前赴任国での帯同子女（高校生に限る）が、教育継続上の事由にて止むを得ない場合に限り、帯同子女及び家族を前任地国へ残留する事ができる場合がある。その場合の同残留家族に対する住宅・保険等の諸費用については、原則、全て個人負担とするが、本人に対する特別手当として国内給与にて月額100,000円を支給するものとする。尚、本取扱・適用については、その該当となる子女が現地高校卒業若しくは最大２年間迄を限度とする。

I think it would have to be "children" rather than "dependents", since "dependents" can include even elderly people.
Although "staying behind" is possible, I prefer "remaining" because 1) it sounds more formal and businesslike, 2) in English, it sounds more natural and less Japanese, and 3) it is shorter.
And while "海外" and "国外" are not exact synonyms, I think that the reasons why the Japanese prefer the former term are mainly historical. (Under the Japanese Empire, for instance, when Japan had colonies like Manchukuo 満洲国 that it claimed were semi-sovereign 国, places outside Japanese law might have had to have been referred to as "帝国外" rather than "国外". And from at least the year 701 all the way through 廃藩置県 in 1871, "国" was the title given to each of Japan's provinces.) Nevertheless, I think most governments and corporations in the English-speaking world, even in island nations like the UK and Singapore, would, in similar situations, write "abroad" rather than "overseas". In fact, the Japanese themselves abandon the notion of "海" when they have to refer to things both in Japan and elsewhere, since they write "国内外", while "海内外" is never used in Japanese (though it is used in Chinese). (Up until a few years after WWII, the term most in use may have been "邦外", but that is now considered obsolete.)
