I don't think this is in effect a specific type of mantle, but rather, the author's qualification, explaining that the owner here was the sort of person who would use such a device to get more light using less gas. As such, I think it might be best to indicate this by formulating differently. Perhaps simply « pour économiser le gaz » ?

Avec la date de publication, on est alors dans le développement de cette technologie d'où la mention de brevet et d'économie de gaz par rapport aux autres solutions de l'époque.
