: maybe not the usual formulation for school results, but you could say it that way also - at least you didn't put this candidate in the lowest 19%! / One way or another it's the personal score of this candidate, not some ranking of businesses.

I don't think they are referring to school peers. The beginning of the sentence talks about improving engagement levels.

: For me this is all the contrary. This candidate is not a high valued one: 19th percentile just means lagging behind; 81% of the reference group got higher scores… Besides, engagement level improved by 10bp (= 0.1% only!) is not very satisfactory…Isn’t it?

Is it so difficult to notice the "top" bit???
If you are in the "top" 19th percentile you are pretty close to THE TOP, the percentile you are in is the 19th percentile when you start counting from the top, not from the BOTTOM of the ranking.
You shouldn't need a PhD in Maths to figure it out!
Just to pay attention to the actual text to translate, and some sprinkling of common sense - on which side of a ranking scale would be the TOP?
Also, who sane would feel the need to draw anyone's attention to being in the 19th of the lowest percentiles???
While being "in top 19th percentile of a peer group" would certainly be worth mentioning in a CV... Wouldn't a reasonable assumption be that everyone would put achievements in a CV, not failures?
It's not any kind of "reference" it's still a system of ranking within a class / a group passing the same test/exam. You misinterpreted the "reference", which is BTW a "translation" done by MT. As in "Si vous tirez pour Harvard" (if you are aiming for Harvard) etc..
