Si tratta sempre di un compattatore di rifiuti:

The function of the compactor tube is explained on p.5: it fits closely around the *plunger* as to prevent the plunger from tilting as it compresses the waste, and it extends inside the bin liner so as to prevent the bin liner being damaged by the plunger.

Ci sono diversi traducenti per plunger e non ho idea di cosa sia in questo caso... è comunque qualcosa che serve a comprimere i rifiuti.
