"excepted law, accounting or other firms" è un'unica frase...
non puoi staccare "excepted law" da "firms" !!!!!!!!!!!

secondo me, nel testo si vuol dire che non si può divulgare a terzi (ditte.....) salvo nei casi stabiliti dalla legge.
la legge può consentire che la riservatezza sia violata, ma solo in casi limitati e specifici
