It's not a common expression... but this is what it translates to !!!

I also strongly doubt about it. However there is two possibilities:
1- التبرع بالرشوة في الأعمال الخيرية للتخلص من الشعور من الشعور بالذنب
They donated their bribes to charity causes out of guilt.
For example: welfare is the bribery that we give to the poor in place of a job.
2- الرشوة في صورة أعمال خيرية
