The prefix of hjem- literally in DAN & NOR connotes re-, such as hjemfall in the first example sentence: reversion to a previous state of affairs, to a reversioner (superior landlord or -lady) or the state.
Rather than a haunting, if eventuelle lønrefusioner are any pay refunds for tax purposes, then they are sought to be 'clawed back', usually by the Revenie e.g. tax authorities rather than the taxpayer who seeks a refund.
