The title is not found in MND website. However, the 2003 yearbook for the Republic of China used the term \"Personnel\" instead of \"Human Resources\".

Allow me to correct my answer accordingly.
Please also note that \"Taiwan\" is generally not inserted after \"Republic of China\" in MND, as the R.O.C. military forces always recognise Republic of China as the legitimate government for China as a whole, not restricted to the Taiwan region.
