cellar
BASEMENT, in my view and in North American practice,

"Cellar: Room, often for storage, on ground floor or partly underground. Basement. (Wood, Margaret. The English Medieval House, 410)"

" ... or an "other adult commercial establishment," includes an adult use should include consideration of (1) the amount of floor area and cellar space accessible to customers allocated to adult use and (2) such amount of floor area and cellar space as compared to total combined floor area and cellar space accessible to customers."

"... In the presence of the above referred to conditions, the same concessions are granted for the purchase of appurtenances (cellar, garage etc.) limited to one for each cadastral category, including when purchased by separate deed. ... "

basement (room)
I think this will be pretty accurate if you are using it in a British English text. Maybe you can specify "one /or two basement rooms". If it is just one room you can use 'basement' only.
