The design specifications prescribe the technical parameters of the project; the terms of reference cover broader issues such as project location, roles of the various parties involved, etc.

I think it is more like when you are commissioned to do something or in this particular case -to design

Design Guide Lines

Actually "договор" is different from "задание"
"задание" = is how the design should be made, what building, how many rooms, what facilities etc.
"договор" = is the contract with which the Contractor assign to the architect the design and arrange the terms and the conditions of payment
