Italian term (edited): a parità di competenze, qualifiche e capacità

to peer-ranking levels of expertise, qualification and capability

> to avoid duplication of the adjective of equal: garantire al personale pari accesso a ruoli di responsabilità a parità di competenze, qualifiche e capacità to guarantee staff *equal access* to roles of responsibility to peer- or par-ranking levels of...

Par- or peer-ranked or -rated: as dictionary-undriven alternatives to the options / quaere (query): fuzzy matches of equal or 'equivalent'.

Competence doesn't pluralis/ze to competenc(i)es as well as skills, but comes down to expertise in many - especially abstract Germanic - lingos.

'Levels of' also dodges the problem of whether capacità is singular or plural.
Example sentence:

Of all existing peer assessment methods, here we focus on 'Peer Ranking' as an evaluation methodology for peer comparisons

Competencies are more detailed than skills and take a person's knowledge and abilities into account to determine whether a person has the right behaviors to succeed in their job roles.

With equal skills, qualifications, and abilities.
Peer comment(s):

agree Thomas Miles : The meaning of 'equal' is closer to the intended meaning than 'comparable'. However, I would use 'qualifications' (pl.) and delete 'the' before 'equal'.
