Wszystkie podane do tej pory (w czasie pisania były 3 propozycje w pytaniu i 3 poniżej) są dobre. „Consider” ma też znaczenie „rozważyć”, nie tylko „rozpoznać”, dlatego może zmieniać znaczenie w poszczególnych kontekstach i jeśli nie ma się wystarczającej wiedzy, aby ocenić kontekst, to lepiej tego unikać.

Jeszcze jest taka idiomatyczna fraza: „dispose of the matter”, używana nie tylko w odniesieniu do działalności orzeczniczej (funkcjonuje jako idiom w języku potocznym). Jednak ona również mogłaby być trochę niebezpieczna w poszczególnych kontekstach, dlatego trzymałbym się czegoś bardziej dosłownego.

Drobna rada jednak: zamiast „make a ruling” można po prostu „rule” — np. „the court failed to ruled on the merits of the case”.
