I ran "statutory" version by 2 native speakers, who not only were literate (able to read and write), but also taught English and Law respectively. To both of them it sounded nonsensical. By the way,Zamira, I apologize for "disagreeing" with you and then posting my own answer. I should have stuck to one or the other - my mistake.

disagree russki : Although it sounds like a legit translation, it will ll be a tough one for a westerner to understand,since there is no such law here that specifies how big a space each person is entitled to live on . I ran it by couple Americans-they didn't get it

May be a footnote explaining this situation in Russia would help, though I think it is pretty straightforward to understand for any literate person.

Due to the fact that there is no such phenomenon in the west, the translation should be as descriptive as possible for the westerner to be able to understand it. Also see the "disagree" note to the other answer. It's important to indicate that it is a norm only for state-subsidized appartments (or municipal-either one will work).

It always used to be max., like 8 sq.m per person; why on earth would the law specify the minimum, when there's so little to give? By the way, the meaning of the word "literate" is "able to read and write", not "able to decipher legal gibberish".
