Supply of the assistance by the managing body of the airport (article 8)
1. The managing body of an airport shall be responsible for ensuring the provision of the assistance specified in Annex I without additional charge to disabled persons and persons with reduced mobility.
2. The managing body may provide such assistance itself. Alternatively, in keeping with its responsibility, and subject always to compliance with the quality standards referred to in Article 9(1), the managing body may contract with one or more other parties for the supply of the assistance.
3. The managing body of an airport may, on a nondiscriminatory basis, levy a specific charge on airport users for the purpose of funding this assistance.
4. This specific charge shall be reasonable, cost-related, transparent and established by the managing body of the airport in cooperation with airport users, through the Airport Users Committee where one exists or any other appropriate entity.
5. The managing body of an airport shall separate the accounts of its activities relating to the assistance provided to disabled persons and persons with reduced mobility from the accounts of its other activities, in accordance with current commercial practice.
6. The managing body of an airport shall make available to airport users, through the Airport Users Committee where one exists or any other appropriate entity, as well as to the enforcement body or bodies referred to in Article 14, an audited annual overview of charges received and expenses made in respect of the assistance provided to disabled persons and persons with reduced mobility.

1. Havaalanının yönetim organı Ek I’de belirtilmiş yardımın tedariğinden, engelli veya azalmış serbestisi bulunan şahıslardan ek bir ücret talep etmeksizin sorumludur.

Havaalanının yönetim organı, bulunduğu takdirde Havaalanı Kullanıcıları Komitesi veya herhangi başka uygun bir varlık yoluyla, havaalanı kullanıcılarına, Madde 14’te belirtilmiş olan yürütme organ veya organlarına da olduğu gibi, engelli ve azalmış serbestisi bulunan şahıslara temin edilmiş yardımlara ilişkin edinilen ücretlerin ve girilen harcamaların denetlenmiş bir yıllık bilançosunu sunar.

Source text - Turkish Kekeme çocuklarda ise, olumsuz sözel iletişim tutumlarının yasla arttığı, kekeme kızların kekeme erkeklere göre daha olumsuz sözel iletişim tutumlarına sahip oldukları saptamıştır (De Nil and Brutten, 1991). Gökay ve Kasatura (1970)’nın kekemelere kişilik testlerinin uygulandığı araştırmalarda, onların en belirgin kişilik özelliklerinin kendine güvensizlik, endişeli olma ve engellenmeye dayanıksızlık olduğu sonucuna varılmıştır. Horsley ve Fitz- Gibbon (1987), konuşma klinikçileri ve öğrenci konuşma klinikçilerinden kekemelerin ve kekeme olmayanların kişilik özelliklerini karsılaştırarak tanımlamalarını istemişlerdir. Yapılan tanımlarda kekeme olmayanların kekemelere göre daha atik, sakin, işbirlikçi, arkadaş canlısı, rahat, yapıcı, memnun, zeki, yaklaşımcı, kendine güvenli ve esnek oldukları bildirilmiştir. Enbiyaoglu (1976), kekemelik şikayeti ve belirtileri bulunan 4-30 yasları arası 45 (40 erkek, 5 kadın) çocuk ve yetişkini, başlangıç yası, cinsiyet faktörü, kardeş sırası, başlatıcı olaylar, ana-baba-çocuk üçgenindeki tutum ve davranışlar, zeka durumu, kişilik özellikleri açısından incelemiştir. Çocuklara “Binet-Terman Zeka Testi”, yetişkinlere “Cattel Zeka Testi”, her iki gruba da “Louisa Düss Psikoanalitik Hikayeler Testi” ve yetişkinlere “Rorschach Kisilik Testi” uygulanmıştır. Hasta grubu ile esleştirilmiş kontrol grubunun karsılaştırılması sonucunda, vakaların zeka bölümü dağılımının normal sınırlar içinde olduğu bulunmuştur. Vakaların çoğunluğunun ödipal dönemin sorunlarım çözemediği, çocukların “pasif- alıcı” olduğu, genital ve preödipal dönemlere takılmış oldukları belirlenmiştir. Ayrıca anneye yoğun bağlılık bulunmuş, vakaların yasam öykülerine bakıldığında kekemeliğin ortaya çıkısında anneden ayrılmanın önemli olduğu görülmüştür. Kekemelerin sosyal çevreyle ilişkilerinin bozuk, afektif ilişkiler kuramayan, inhibe, introvert ve nevrotik eğilimleri güçlü kişiler oldukları, çocuklarda kekemelikle birlikte çekingenlik ve hassalık, hırçınlık ve sinirlilik, gece işemesi ve gece korkuları görüldüğü belirlenmiştir. Ayrıca kekemelerin aile ve akrabalarında kekemeliğin oldukça sık görüldüğü, ailelerinde olumsuz ve bağımlılık yaratıcı tutumların yoğun olduğu görülmüş, kekemeliğin ortaya çıkısında korkutucu olaylara sıklıkla rastlanılmıştır. Tuncer (1985), konuşma özürlü çocukların benlik kavramları ile konuşma özürlü olmayan çocukların benlik kavramları arasında fark olup olmadığını saptamayı amaçladığı çalışmasını 60’ı konuşma özürlü olan (artikülasyon ve kekemelik) 736 çocuk üzerinde gerçekleştirmiştir. Araştırmada Piers-Harris Benlik Kavramı ölçeği kullanılmıştır. Genel benlik kavramı açısından konuşma özürlü olan çocuklarla, olmayan çocuklar arasında anlamlı bir fark bulunmuş, konuşma özürlü çocukların olmayanlardan daha olumsuz benlik kavramına sahip oldukları belirlenmiştir. Benlik kavramının gözde olma boyutu dışında, davranış, zeka ve okul durumu, fiziksel görünüm, kaygı ve mutluluk boyutlarında konumsa özürlü çocuklar ile olmayanlar arasında anlamlı bir fark bulunmamıştır. Kız ve erkek çocuklar arasında davranış, gözde olma ve mutluluk boyutlarında anlamlı bir fark bulunmuştur. Lass ve arkadaşlarının (1989) yaptıkları bir çalışmada da, konumsa bozukluğu uzmanlarının, hastalarının benlik saygılarını düşük olarak algıladıkları gözlenmiştir.
Translation - English Contradictively, in stuttering children, it was stated that negative verbal communication attitudes grow with age and that the stuttering females were having worse verbal communication attitudes compared to the males (De Nil and Brutten, 1991). Gökay and Kasatura’s (1970) studies on stutterers practicing personality tests, it was concluded that the most evident personality characteristics they had were lack of self confidence, being anxious and weakness against being obstructed. Horsley and Fitz-Gibbon (1987) asked speech clinicians and student speech clinicians to define the stutterers’ and non-stutterers’ personality characteristics through comparison. The definitions made reported the non-stutterer being relatively snappy, calm, collaborative, friendly, serene, constructive, content, smart, approacher, self confident and flexible compared the stutterers. Enbiyaoğlu (1976) examined 45 (40 males, 5 females) children and adults with ages ranging between 4-30 suffering or showing symptoms of stuttering on criteria of occurence age, gender, row in brothers/sisters, igniting incidents, attitudes and behaviors within the framework of parents-child, IQ and personality characteristics. “Binet-Terman IQ Test” on children, “Cattel IQ Test” on adults, “Louisa Düss Psychoanalytic Stories Test” to both and “Rorschach Personality Test” on adults were executed. Through the comparison of the patient group against the matched control group, the IQ diversity distribution of the cases was found to be within the acceptable range. It was determined that most of the cases had failed at resolving of the problems from Oedipal period, that the children were “passive-receivers” and that they were stuck with genital and pre-Oedipal periods. Intense reliance on the mother was spotted and following the examination of the cases stories, it was seen that the seperation from the mother had much to do with emergence of stuttering. It was stated that the stutterers had broken relationships with social environment, being people unable to construct effective relationships with strong inhibated, introverted and neurotic tendencies as well as children stutters having accompanying timidness, sensitivity, outrageousness and fury, enuresis and nighttime phobias. Furthermore, it’s been stated that stuttering was widely diagnosed in the family and the kindred of the stutterer and that negative and dependence-causing attitudes were common within those families and horrifying incidents in the emergence of the stuttering was occasionally encountered. Tuncer (1985) had experimented his study aimed at whether there was a difference between the concepts of self of children with speech disorders and children without any, on 736 children out of which 60 had speech impediments (articulation and stuttering). The study was based on Piers-Harris Self Concept Scale. In aspect of general self concept, a notable difference between children with speech impediments and those who were normal was discovered, the children with speech disorders were found to have more negative self concept than the ones not having any such problems. Other than the term of being popular, the self concept was not found to be necessarily different between children with speech disorders and the children without when it came down to other criteria such as behavior, IQ and school accomplishment, physical appearance, concern and happiness. On criterias of behavior, popularity and happiness, there was a significant distinction between girls and boys. And in a study of Lass’ and colleagues’ (1989), speech disorder specialists were observed to have percieved their clients having low self respect.
