Source text - English Article 14. The Duties and Responsibilities of Mobile Agents
Any mobile agent:
1 Shall hold his Mobile Agent Accreditation I.D. in a visible manner
2 Shall observe, monitor the election process and request for appropriate information by moving within his assigned constituency office and its polling stations.
3 May present his complaints during such observation in the constituency office or polling station where the causes for such complaints have occurred.
Article 15. Duties of Stationary and Mobile Agents
Any stationary or mobile agent of a political party or independent candidate shall:
1). Abide by the orders given by the election officials operating at each level.
2). Present his credentials when asked by an authorized body and wear the ID in a visible manner;
3). Shall not commit acts that disrupt the Election and shall comply with the proclamation, regulations and directives and refrain from committing
other acts that are prohibited by the law.
4). Shall refrain from acts that could hinder the election process from being carried out.
5). Shall not interfere with/intervene in the activities and decisions of the Election officers and shall not attempt to resolve issues by himself;
6). Shall not create confusion among voters that are preparing to vote/elect by informing them of the choices of others that have already voted or by giving them [such kinds of] related information.
7). Shall not ask a person [voter] who has already voted who he has voted for.
8). Shall respect the right of voters to cast their votes in secret.
9). Shall refrain from moving to areas that he has not been assigned in.
10). Shall never, under any circumstances, carry out or assist in carrying out the activities of election officials such as directing voters on where to go, issuing voter cards, stamping ballot papers, counting voter cards and ballot papers, collecting signatures on the electoral roll, marking inks, moving around the ballot box, locking, and opening or packaging the ballot box.
11). Shall not engage in any election campaign related activities that influence the voters at the time and place prohibited for campaigning, around the area the voters have lined up to vote or within any office of NEBE and within a radius of 200 meters from the office.
12). Shall respect and behave politely around election officials, public observers, and other agents of political parties and independent candidates, as well as voters and candidates.
13). Shall not possess or be seen wearing symbols or logos/signs/emblems or other similar materials that reflect bias/prejudice or act in such a way that reflects the bias of any competing political party or independent candidate within the constituency or polling station that he is assigned.
14). Shall not appear at or around places where election process is being carried out carrying firearms
