THE EARLY BATTLES IN THE EAST
The first major attacks into East Pakistan by the Indian Army along with elements of the Mukti
Bahini were launched on the night of 20/21 November along multiple ingress points. Shuja
Nawaz goes to the extent of indicating that twenty-three salient inside East Pakistan were
attacked as fierce brigade battles were fought at Boyra in the western sector, Hilli in the north-
western sector, Akhaura in the eastern sector and Sylhet in the north-eastern sector. Two
brigades of the Indian Army's 9th Division made significant progress towards Niazi's fortress of
Jessore by capturing a large enclave that comprised the forward defensive localities of Boyra and
Garibpur by the end of November.
The curtain-raiser for the air campaign also took place in this sector between Sabres of 14
Squadron, PAF, and Gnats of 22 Squadron, IAF. The Gnats were operating an air defence
detachment at Dum Dum airport at Calcutta as it was a mere 80 km from the border and needed
air defence protection. Corroborating what Shuja Nawaz and John Gill write about large-scale
action by the Indian Army in November, Jagan and Chopra suggest that the Indian Army had
made significant inroads as early as 12 November and that PAF Sabres were called into action on
19 November to support a beleaguered 107 Brigade, which was fighting a rearguard action
around Boyra against two marauding Indian brigades. On 21 November, as the Pakistanis called
upon the lone armoured squadron of approximately fourteen Chaffee tanks along with repeated
air strikes to throw back the numerically superior Indian forces, the IAF was finally called into
action, much to the relief of the Indian brigades under attack.
To the north-west, significant gains were made towards Thakurgaon and Dinajpur; the border
defences at Hilli, though, were a tough nut crack. It was 4 Frontier Force (FF), and a company of
13 Frontier Force along with some armour and artillery, which fought a valiant defensive battle
against 202 Brigade of the Indian Army from well-fortified defences. This prolonged battle of
attrition from 22 November to 7 December ended when the defences at Hilli were bypassed by
another Indian brigade as the defenders withdrew to their depth defences at Bogra. After
incurring some losses during the initial days of the war, the Indian Army rightly looked at
bypassing fortified forward defences, rather than taking them on headlong. Air Marshal B.N.
Gokhale, also called Bingo, was amongst the youngest IAF pilots to take part in the 1971
operations. He recollects that his first mission on 4 December as part of a four-aircraft Hunter
formation from 7 Squadron was an interdiction mission against a railway station near Hilli. This
was part of the operational plan to isolate Hilli and prevent any reinforcements from coming in,
or enabling the defenders to withdraw towards their depth defences at Bogra.

Commanding East Pakistan
After the war, the Government of Pakistan established a Commission headed by Chief
Justice of Supreme Court of Pakistan Mr Hamood-ur- Rahman with just and truly needed
Terms of Reference to look into political, economic, social, administrative, bureaucratic,
military, etc, causes and factors which led to the debacle. Later, the government of the day
and civil establishment, apprehending incrimination, restricted the Terms of Reference and
confined these to only the military factors, thus making armed forces the scapegoat for all
the misdeeds of past and present rulers, political leaders and the establishment. Hamood-
ur-Rahman Commission (HRC) gave their verdict on East Pakistan debacle in 1974, but
the report was never shown to us who underwent interrogation. Some years ago,
“Declassified portions of HRC report – text 28” published by DAWN on February 4, 2001
dealing with the role of PN and PAF, which came to my notice recently. A few statements
therein needed clarification. In this saga, inter alia, I have given the rationale of some of
our actions which fell short of HRC approval.
Grim Backdrop
On 30 th March, 1971 when I was posted to GHQ as Director Joint Warfare and
concurrently, as the first PAF Directing Staff of National Defence College, I was asked at
midday to report immediately to the C-in- C PAF, Air Marshal A Rahim Khan, at Peshawar.
An aircraft was provided which promptly flew me there. The C-in- C gave me a letter
addressed to Air Commodore M Z Masud (though known as Mitty Masud but I will call him
MZ), Air Officer Commanding, East Pakistan and Base Commander Dacca, asking him to
hand over both commands to me immediately as he (MZ) was not in favour of military
action and was seen to be not fully cooperating with the Army. This was evidently told to
Rahim Khan by the Generals returning from Dacca.
I returned to Rawalpindi and left by the evening, reaching Dacca next morning by PIA
routed via Colombo. Immediately, I went to MZ’s office and performed the most painful and
unpleasant task of handing over the C-in- C’s letter. ‘Painful and unpleasant’ because MZ
was and probably, has been, the most brilliant planner and professional commander ever
produced by PAF, who very ably led the air battle from Sargodha in 1965 War. I had the
highest regards and respect for him.
