We - bar our resident experts - could do with more context, such as the range of the company's objects and whether all the 15 countries had been Spanish-speaking, plus all the participants *taking part in the training program* had been 'untenured'.
Though I have acquaintances who have been routinely fired one day short of one year by language schools in Lisbon and Madrid to avoid employment security of tenure, I can't see how that can work for nationals from so many, possibly disparate countries.

I tend to agree with neilmac that what is being referred to is employees. But I think the translation in this case should reflect the idea of a group, collective, or teams of the same.
